Mr. Collins is the president Fedcap, Inc.  Prior to joining Fedcap in February of 2013, Mr. Collins was Senior Vice President and Chief Strategist for a large for-profit human service agency while also leading their international operations in Germany, England, and the Netherlands.

He joined that firm following his departure from the United States Department of Health and Human Services (HHS) in 2007, where he led the nation’s principal social assistance program for lone parents ($16.5 billion) during the Bush Administration. Mr. Collins was a two-time recipient of the HHS Secretary’s Distinguished Award for Service his team’s work on transforming employment services. During his tenure, his office led the reauthorization of the state-implemented assistance program that helped more individuals into work.

Mr. Collins’ work in reducing poverty and transforming state and local governments extends to all 50 states, as his human service career began as a work readiness instructor and trainer to state, local governments, and community-based organizations across the United States. He has been a key contributor to reform efforts in New York City, Minnesota, and Wisconsin.

Since leaving the administration, Mr. Collins has testified before the United States Congress on three occasions, twice before the United States House Ways and Means Subcommittee on Human Resources, and once before the United States House of Representatives Committee on Agriculture. Mr. Collins is still active in advising current administration and state officials on ways to evolve current programs and approaches.

Mr. Collins earned his Bachelor of Arts Degree in Psychology from Bethany College in Kansas.

Dennis Sze is Director of Finance for Fedcap Inc. where he oversees the financial health of the company, overseeing the financial transactions of Fedcap Inc., providing strategic leadership to the finance team, and working to develop new lines of business.Prior to his role at Fedcap Inc., he was Director of Finance for Fedcap’s Wellness Comprehensive Assessment Rehabilitation and Employment (WeCARE) a $83 Million contract, where he managed the over $60 million cost and performance reimbursed annual budget.

Dennis is a serial entrepreneur who is passionate about education and has founded a boutique educational services company which empowers students in developing core academic and professional skills on the way to becoming life-long learners and future leaders and has operated for over a decade servicing both clients from individual families, to the Boys and Girls Club of America, and the New York City Board of Education.

Dennis is also a Board Member at the Bronx Academy of Promise Charter School in the South Bronx, where he provides leadership and counsel ensuring that the BAOP fulfills its promise of educational excellence, academic achievement, and a lifetime of opportunity for the children in the community.

Prior to Fedcap, Dennis accrued considerable experience as a CPA, working in major accounting firms, providing financial and advisory services in the hedge fund space. He has expertise leading all phases of projects from development to implementation, keeping projects within budget. He excels as a business strategist, analyzing and aligning project goals with varied solutions. A graduate of the University of Albany, Dennis is a proud Great Dane.

Carla Smith, Director of Office Administration and Personnel of Fedcap, Inc. is a human resource and workforce services management professional with more than 20 years of experience.

She has successfully designed and led adult workforce development programs for both private and government organizations, providing structure and standardization for daily operations, performance management, quality assurance and compliance, training and staff development, and strategic planning, ensuring adherence to policies and procedures and maintaining the organization’s vision and mission.

Prior to her role at Fedcap Inc., she was the Director of Operations for Fedcap’s Wellness Comprehensive Assessment Rehabilitation and Employment (WeCARE) contract, where she had oversight of operations and performance.

Prior to joining Fedcap, Carla was the Program Director for the Jobs Plus program for a multi-million-dollar for-profit human services company where she was responsible for negotiation, implementation and management of day to day operations.

Carla has a Bachelor’s of Science in Organizational Management from the Nyack College School of Business.

Silvia Estrada is the Director of Criminal Justice Initiatives for Fedcap Inc.’s Workforce Development Practice Area. She currently oversees the Rikers SMART and Jails to Jobs contracts in New York City.

Silvia joined Fedcap in 2016 after a long career in human services working with various disenfranchised populations. She began her career 20 years ago as an entry level Outreach Worker serving individuals with HIV/AIDS. Silvia has had a varied career, including positions as Outreach Worker, Case Manager, Program Director and Managing Director where she has managed projects with multimillion-dollar budgets. In these positions, she has gained expertise in managed care, advocacy programs, HIV/AIDS, homelessness, criminal justice, business development, and community organization.

Prior to her work at Fedcap, Silvia successfully ran the only bilingual Spanish speaking AIDS Adult Day Healthcare program in New York City with Harlem United.

Silvia has a Bachelor’s degree in Human Services from Metropolitan College of New York and a Master’s degree in Organizational Management from Ashford University.

Robert Reiter, Senior Director Workforce Operations at Fedcap Inc. joined Fedcap in 2012 as the Director of Vocational Rehabilitation Services for the WeCARE Program, which served annually 30,000 public assistance recipients with medical and/or mental health barriers to gain self-sufficiency through vocational assessment, condition management, job readiness, and sustained employment.

Prior to joining Fedcap, Robert worked as the Director of Compliance and Quality Improvement for Brooklyn Community Services’ mental health and developmental disabilities programs. He also managed work readiness, work experience, and employment services for BCS programs that served public assistance recipients with limitations. Robert has also conducted policy work with the Abyssinian Development Corporation in process-mapping non-profit acquisition of expiring project-based Section 8 housing contracts. Robert began his non-profit career providing employment counseling and job placement services for refugees resettled in the Houston, Texas area.

Robert has a Masters of Public Administration from New York University’s Robert F. Wagner Graduate School of Public Service and Bachelors of Arts degrees in Philosophy and in Classics from Yale University.

Kenneth Raisler is head of Sullivan & Cromwell’s Commodities, Futures and Derivatives Group. The Group is responsible for a full range of regulatory, transactional and litigation advice in the commodities, securities and banking areas to its brokerage, investment banking, banking and commercial clients. Mr. Raisler was an assistant U.S. attorney for the District of Columbia from 1977 to 1982 in the Criminal and Civil Divisions. He then joined the Commodity Futures Trading Commission as deputy general counsel and was the general counsel of the Commission from 1983 to 1987.

Mr. Raisler was the chairman of the New York City Bar Committee on Futures Regulation from 1988 to 1991. He currently is Vice Chair of the ABA Derivatives and Futures Law Committee. He was a member of the Working Group of The Group of Thirty Derivatives Project. Since 1992, he has been a member of the board of directors of the Futures Industry Association. He also is a member of the board of directors of the Managed Funds Association. Mr. Raisler is a member of the board of trustees of NYU School of Law and chair of the board’s Development Committee. He is an associate national commissioner of the Anti-Defamation League and the recipient of the 2008 Human Relations Award from ADL’s New York Lawyers’ Division. He also serves on the board of advisors of Teaching Firms of America – Professional Preparatory Charter School.

Mr. Raisler received his BS from Yale University and his JD from New York University School of Law. Chairman of The Way to Work Board, he joined the Fedcap Board in 2011.

Martha Sproule had a 35-year career in the investment business, with a primary focus on cross-border mergers and acquisitions. In 1986 she joined Rothschild, Inc., where she was a managing director and a member of the investment committee of a fund investing in distressed securities, positions she left in 2000 to pursue various projects in the non-profit sector. Her other investment experience included positions at Schroders, Studebaker-Worthington, Whitcom Investment Company and McDonnell & Company.

Since leaving the investment business, Ms. Sproule has been the founding executive director of the GEM Foundation, a private foundation focused on public education in Newark, N.J.; the chief financial and administrative officer of the YWCA of the City of New York during a crucial transition period, and leader of a group providing charitable grants to small businesses directly affected by September 11th. Ms. Sproule, who served as President and Treasurer of the Financial Women’s Association of New York, has a BA in Economics from Mount Holyoke College.

Ms. Sproule joined the board of Fedcap in 2011, after having served on the board of The Way to Work (originally Vocational Foundation, Inc.) for about 30 years and as its treasurer since 2005. She also is currently on the boards of the GEM Foundation and Urban Stages, a non-profit Off-Broadway theater group with an extensive outreach program in New York City public libraries and schools.

Michael Weinstein is the Executive Director of Impact Matters, a nonprofit agency committed to raising the quality of the work in the nonprofit sector through Impact Audits– a rating tool that helps nonprofits improve and guides donors toward what matters most impact. Previously Michael served for 15 years as the Sr. Program Officer for the Robin Hood Foundation.

Michael holds a Ph.D. in economics from M.I.T. He served as the founding director of the Greenberg Center for Geo-economics Studies at the Council on Foreign Relations while holding the Paul A. Volcker Chair in International Economics. During the 1990s, he served on the editorial board of The New York Times and as the Times’ economics columnist. He is co-founder and chairman emeritus of Single Stop U.S.A., a national nonprofit that helps low-income Americans solve financial problems, W.A.D. Financial Counseling, Inc., a non-profit foundation which counsels low-income families and ReServe, Inc. a non-profit dedicated to matching the skills of the 55+ cohort with the needs of government and the nonprofit sector.

Michael co-authored The Robin Hood Rules for Smart Giving (with Ralph Bradburd, 2013) and The Democracy Advantage: How Democracies Promote Prosperity and Peace (with Mort Halperin and Joseph Siegle, 2004); edited Globalization: What’s New? (2005); and authored Recovery and Redistribution under the N.I.R.A. (1980).
