Steve Coons leads the largest company of The Fedcap Group, Fedcap Rehabilitation, generating over $100MM in annual revenue. Steve oversees the work of  600+ employees at over 70 locations throughout New York and New Jersey, and Washington, D.C. In 2020 Steve’s Total Facility Management crew deep cleaned over 22MM square feet of space, ensuring it was safe for necessary personnel.  Steve joined Fedcap in 1988 following a distinguished career with the U.S. Navy as an expert in aviation maintenance and an in-flight safety engineer.  Steve retired in 2003 after 25 years of service to the nation.

Steve received his Bachelor of Science in Business Administration and Science from the State University of New York.

Amy Reisner is the Director, Contract Administration at Fedcap.  Amy joined Fedcap in 2011 and is responsible for managing 270 local, State and Federal government contracts held by The Fedcap Group.  In addition, Amy provides corporate support to all departments within the organization.  Prior to joining Fedcap, Amy worked as the Government Grants and Community Relations Manager at Breaking Ground, a nonprofit supportive housing and homeless services provider.  Amy secured capital, operating and service funding from all levels of government to support Breaking Ground’s housing development and programs for homeless New Yorkers.

Amy has a Bachelor of Arts degree from Vassar College and a Masters of Public Administration from New York University’s Robert F. Wagner Graduate School of Public Service.

David Saturn, Senior Director, Wildcat Social Enterprise, oversees all social enterprise contracts, offering employment to individuals with barriers while providing essential business services to government partners. An entrepreneurial and inspiring leader, David oversees Wildcat’s Neighborhood Improvement Program (NIP), which provides NYC Council Districts and their communities with supplemental sanitation and beautification services. Under David’s leadership, NIP now serves 27 Council Members, and provides over 220 transitional jobs and has $2.5 million in annual revenue. David manages Wildcat’s largest indoor cleaning contract with NYC Department of Homeless Services with projected annual revenue at $20 million which has provided thousands of transitional jobs since 2011. David also oversees Fedcap Rehabilitation’s Business Solutions, which offers document management, print and mail, messengers, mailrooms and other office services, and Wildcat’s contract with the Trust for Governors Island. David earned an MBA from The Zicklin School of Business, Baruch College, City University of New York, and previously worked as a Job Developer for AHRC.

Garnett Forrester joined Fedcap Rehabilitation Services in the early 1980’s as Technician, managing cable box RF systems. Garnett’s skills and leadership led Fedcap leadership to appoint Forest as the Director of the Manufacturing Division, overseeing the manufacturing of Distress Light Markers for the Department of Defense. Garnett has an extensive background in the field managing numerous programs in other companies. Garnett obtained a degree in biology from Middlesex County College and in Electromechanical Computer Engineering Technology at NYIT.

George Rios serves as the Director of Operations for Fedcap Rehabilitation Services. George came to Fedcap in 2003 and in the past 19 years, has held numerous leadership positions to include Manager of one of Fedcap’s flagship locations—the Jacob Javits Federal Building at 26 Federal Plaza in New York City. In his current role, George ensures that the 300 staff of Fedcap Rehabilitation, meet and exceed the deliverables of the 100 Federal, State and City contracts they administer. He has also put systems in place to ensure that customers are satisfied with the quality of services provided. George drives every operational aspect of the Total Facilities Management business of Fedcap Rehabilitation and works to build the strength and skills of his leadership team, instituting new innovations to improve the work environment and ensuring that his team is equipped with the necessary tools in order to operate safely.

Kevin Pugh is the Director of Digital Imaging and Document Management Services and has 18 years of experience working in Record Management, Document Conversion and Data Collection. Kevin manages several governmental contracts and provides staffing for the corporate partners. Kevin’s experience prior to coming to Fedcap Rehabilitation includes working for Canon-Business Process Center, Fidelity National Technology Imaging and Advanced Technology Imaging. His professional journey has taken him to Massachusetts, Missouri, Ohio, California, St Thomas Virgin Islands and New York.

In the past six years since joining Fedcap, Kevin has continually upgraded the services offered by Document Management, including developing mobile scanning functionality. Kevin is always working towards taking the business to the next level of service, leadership and innovation.

Kevin has a bachelor’s degree from South University in Business Management and Leadership. Kevin has spent many years working with government agencies and private sector businesses.

“I feel like I’ve been in school my entire life.”  Said, Luanne Macri, Director of the Fedcap School in West Orange, NJ.

Luanne came to the Fedcap School with a 30 year history in Newark, NJ as a Middle School Math Teacher, Vice Principal and School Administrator. Luanne served the students and faculty of the Newark Public School system until her retirement in May 2014.

Luanne quickly realized that retirement was not for her and applied for and was hired as the Principal of the Fedcap School. She loves the work with the students and has built the school into a thriving state-of- the art educational environment for children and youth with varying types of disabilities. The school has tripled in size thanks to Luanne’s energy, innovation and ability to create strong relationships with sending school districts in the area.

Luanne and her team provide high quality educational services and opportunities for the 65+ students that attend the school each year. 100% of the students graduate with a New Jersey High School Diploma. 60% go on to post-secondary education and 40% of graduating students go directly into employment.

In 2018 Luanne was promoted to Director.

Luanne obtained an Associated Degree at SUNY, and a Bachelor’s in Arts and Design at Buffalo State College and her Masters in Administration and Supervision from St. Peter’s College in Jersey City, New Jersey.

Laurence Ach is a Senior Vice President with Klingenstein, Fields & Co., with more than 30 years of investment management experience. Prior to joining Klingenstein, he was at First Republic Investment Management from 1999 to 2008 as a Managing Director and Portfolio Manager, including serving as Chief Investment Officer from 2001 to 2005. He was with Lynch & Mayer from 1994 to 1999, where he headed the firm’s Private Asset Management division. Mr. Ach was a Senior Vice President/Portfolio Manager at Lazard Freres Asset Management from 1986 to 1994. Previously, he had portfolio management and analytical responsibilities at NSR Asset Management, General Reinsurance and Bankers Trust.

Mr. Ach has an MBA in Finance from The Wharton School at the University of Pennsylvania and a BA in history from Trinity College, and also holds the Chartered Financial Analyst designation. Mr. Ach has served on various committees of the New York Society of Securities Analysts and is Secretary and Chairman of the Investment Committee of Temple Israel. He joined the Fedcap Board in 2002 and became Vice Chair in 2014.

Peter Panken is a long-term and honored member of the Fedcap family. Peter recently retired from an illustrious career at the law firm Epstein, Becker and Green, representing management in a wide range of industries on all aspects of employment and union-related matters. Mr. Panken has published and spoken extensively on a wide variety of labor and employment topics, including State Employment laws and regulations, the Age Discrimination in Employment Act, the Americans with Disabilities Act, the Employee Retirement Income Security Act, the Fair Credit Reporting Act, the Fair Labor Standards Act, the Family and Medical Leave Act, the National Labor Relations Act, the Occupational Safety and Health Act, and the Sarbanes-Oxley Act, alternative dispute resolution, other federal and state anti-discrimination and employment regulation laws, drafting employee manuals, drafting work rules, drafting executive employment contracts, creating employment applications, and avoiding liabilities in employee terminations and reductions in forces.Mr. Panken served as the Editor-in-Chief of the Resource Materials on Employment and Labor Law and A Fifty State Survey of the Law of Religion in the Workplace, and author of the Americans with Disabilities Act chapter of the Employment Law Deskbook for Human Resources Professionals, and myriad other articles. He regularly chairs ALI-ABA and Bar Association programs on labor and employment law.

Mr. Panken earned a JD from Harvard Law School, magna cum laude, and a BA from Haverford College, cum laude. He joined the Fedcap Board in 1975 and served as Chair from 1979-1993.

Nancy recently retired after 27 years at Aon Risk Solutions, where she was a Senior Managing Director and leader of Aon Global Professions, a global practice group serving large law, accounting, consulting and design firms. At Aon, she advised a group of large New York City law firms (and other organizations) on risk and insurance issues and was a member of the Executive Committee of Aon Global Professions. Nancy was also a Founding Member and Leader of Aon’s Women’s Networking Group in the Greater New York area. Currently, Nancy is President Elect of the New York Board of Peer Health Exchange, a national organization that trains college volunteers to teach and empower high school students with critical skills and knowledge to make healthy decisions for their lives. She is also an enthusiastic volunteer with New York Cares, working with high school students preparing for college. Nancy earned an MBA from the Thunderbird School of Global Management and a BA in Scandinavian Studies from the University of Wisconsin (Madison).

Peter Aschkenasy has been active in the municipal and cultural life of New York City for over 40 years. He joined the administration of Mayor John Lindsay as an assistant to Parks Commissioner Thomas Hoving, and then was Deputy Commissioner of the Department of Parks, Recreation and Cultural Affairs under August Heckscher. He also served as Executive Director of the Mayor’s Commission on Youth and Physical Fitness.

Mr. Aschkenasy has been a partner and part-owner of The Oyster Bar, the Rainbow Room, and Gallagher’s Steak House. In 1975, he bought Charley O’s in Rockefeller Center and opened the US Steakhouse in the Time & Life Building. Subsequently, he has owned Luchow’s, the American Charcuterie, and five other New York City restaurants.

Mr. Aschkenasy has served on Manhattan Community Board #5, and the executive committees of the New York City Restaurant League and the New York City Convention and Visitors Bureau, and was a founding member of the Association for a Better New York. He was co-chair of Mayor Ed Koch’s transition Committee on Parks, Recreation, and Cultural Affairs, and was Treasurer of “Koch-82,” the Mayor’s re-election committee. He is member of Community Boards 2 and 6 in Brooklyn, and the boards of the Brooklyn Arts Council, the Mayor’s Midtown Committee, Brooklyn Information and Culture, The Brooklyn Public Library, and the Brooklyn Bridge Park Development Corporation. He was co-chair of Brooklyn Borough President Marty Markowitz’s Transition Committee on Cultural Institutions and his committee on Public Access Television.

A graduate of Lehigh University, Mr. Aschkenasy joined the Fedcap Board in 2009.

Paul Davis is Principal of the Marble Harbor Investment Counsel. Paul founded Marble Harbor Investment Counsel in 2005 and serves as chief investment counselor. He has managed portfolios for families and institutions for more than 20 years. Most recently, Paul was Senior Vice President of Welch & Forbes. Prior to joining Welch & Forbes, he was the Chief Investment Officer and group leader for David L. Babson & Company’s Private Client Group. He also directed the firm’s Large Company Growth investing team and was the lead portfolio manager for The David L. Babson Growth Fund. Paul started out managing investments at Yeager, Wood & Marshall in New York where he was a partner and board member. Paul focuses his research efforts on the Financial and Technology sectors.

Before embarking on a career in investment management, Paul was a strategy consultant with Monitor Company in Cambridge, Massachusetts. There he worked with Fortune 50-sized companies in industries as diverse as heavy equipment and packaging to financial services and retailing. His projects involved creating new businesses, restructurings and growth strategies. He also helped the firm to develop a method of rapidly evaluating merger candidates for clients to assist the due diligence processes.

Paul graduated from Dartmouth with an A.B. in Government modified (third honors) and from the Graduate School of Business Administration at Harvard with an M.B.A. (first year honors). He is a Chartered Financial Analyst, a Chartered Investment Counselor and a member of the Boston Economic Club. Paul also serves as Chairman of the Board of Directors of Community Work Services, is on the investment committee of the Marblehead Museum and Historical Society, and is a member of both the Boston Estate Planning Council and the Essex County Estate Planning Council.

Paul enjoys competitive sailing, travel with his wife and children, reading and skiing.

Malvina Rollins Kay is currently the Vice President and Chief Financial Officer at Independent Sector, a national membership organization that brings together a diverse set of nonprofits, foundations, and corporations to advance the common good. Previously, Malvina joined the United Negro College Fund in January of 2013 as Senior Vice President and Chief Financial Officer (CFO) and Treasurer of the Corporation. As CFO, Malvina was responsible for the oversight and management of the organization’s $58 million endowment fund, $179 million annual operating budget, and $900 million long term investment portfolio. She managed all of the financial functions of the organization.

Karen Greve Milton, a seasoned attorney and Senior Consultant at Danosky & Associates, LLC, boasts over 25 years of executive management expertise in revitalizing and restructuring local, state, and federal agencies, with a focus on governance, compliance, and policy. Notably, she served as the longest-tenured Circuit Executive of the Second Circuit for twenty-one years, overseeing thirteen federal courts in New York, Connecticut, and Vermont. In this role, Karen was the chief executive officer responsible for all non-judicial decision-making aspects, such as finance, procurement, HR, IT, cybersecurity, facilities management, and more.

Karen's diverse career also includes roles such as Executive Deputy Inspector General and Chief of Staff in the Office of the MTA Inspector General, the first Director of the Citibar Center for Continuing Legal Education, and General Counsel to the New York State Temporary Commission on Investigation. She began her legal career as an Assistant District Attorney in the Office of the late Robert M. Morgenthau, District Attorney for New York County.

Actively engaged in civic education and nonprofit work, Karen serves on the Board of Directors for Fedcap Rehabilitation Services, as well as the Center for Civic Education and has been its Treasurer since October 2021. She is a former President of the New York Women’s Bar Association, a Director of its Foundation, and a member of various bar associations and councils. Beyond her professional pursuits, Karen dedicates her time to community-based nonprofits, church choirs, and alumni organizations.

Karen holds a B.A. (cum laude) from the University of Pennsylvania and a J.D. from Case Western Reserve School of Law, where she served as a Law Review Editor. Her commitment to ongoing professional development is evident through her graduation from The Support Center's Interim Executive Director Training Program in Manhattan.

Janice Oursler is Program Director, Rehabilitation Counseling in the Department of Psychiatric and Counseling Professions at the University of Medicine and Dentistry of New Jersey. She also teaches and provides clinical supervision to master’s level rehabilitation counseling students and is a consultant on psychiatric rehabilitation implementation to the Pennsylvania Office of Mental Health and Substance Abuse Services.

Prior to joining UMDNJ, Dr. Oursler was Assistant Professor of Psychiatry, Behavioral Healthcare Education at MCP Hahnemann University (now Drexel University College of Medicine). She also developed and taught psychiatric rehabilitation curriculum based on the Boston University model to prepare staff in Iowa to provide services in new Intensive Psychiatric Rehabilitation Programs in a public managed-care environment. She has worked as a quality assurance consultant, Psychiatric Rehabilitation Services Director and acting Director for Treatment Services.

Dr. Oursler is a Certified Rehabilitation Counselor, Certified Psychiatric Rehabilitation Practitioner, National Certified Counselor, Licensed Clinical Social Worker (New York), and a member of the Academy of Certified Social Workers, and has been published in several academic journals.

Dr. Oursler holds an AB in Psychology from Brown University, an MSW in Clinical Social Work from Fordham University, an MBA in Health Care Administration from the New York Institute of Technology, an M.Ed. in Educational Psychology from the University of North Carolina, and a Ph.D. in Counselor Education from St. John’s University. She joined the Fedcap Board in 1998.
